Anthony Anderman - Division Manager  as well as East Regional Training Manager

 

Anthony is an important leader in the Washington State Criminal Justice Training Commission (WSCJTC). He plays several crucial roles including Managing the Advanced Training Division. With his primary duties, Anthony has consulted with many different agencies, assisting in strategic planning and organizational development. In addition, Anthony has been directly responsible for the successful facilitation of 12 Job Task Analysis ranging from the Basic Law Enforcement Academy, Corrections Officers Academies, and Executive Leadership development.
Gaining a solid reputation for producing results in the National and International Law Enforcement Communities he has teamed with managers and executives throughout the numerous western states and internationally in Canada, Russia, Thailand, Pakistan, Bangladesh, and Russia.
The quality and importance of his projects has been recognized and was awarded the Washington States Governor’s Award for Service and Quality.
Anthony received a Bachelor of Science in Adult Education and Instructional Systems Design and a Master’s of Science in Education from Southern Illinois University, Carbondale. In addition to his 21 years of Criminal Justice Experience, he served honorably in the United States Marine Corp. Certifications:Myers-Briggs

Leanna Bidinger – Leadership Program Manager and Southwest Regional Training Manager

Leanna has worked for the Training Commission for six years. She is currently the Leadership Program Manager and Southwest Regional Training Manager as well as the Registration Supervisor. Leanna also assists with the development of new curriculum and special legislative training projects. Prior to working for the Commission she spent nine years working for United Airlines as the Payroll Coordinator and enjoyed traveling all over the world. Leanna has an Associate of Applied Science Degree in Information Processing and will graduate with her Bachelor of Science Degree in Management and Business Administration from Kaplan University in December.

Lee Brandt - North Central and Northwest Regional Training Manager/Program Manager – Instructor Training/ICP/eLearning

Lee Brandt joined the WSCJTC Advanced Training Division in April, 2003. Prior to her employment with the commission, Lee worked for 22 years as a telecommunicator both in Washington and Maryland – as a dispatcher, lead, training coordinator and supervisor. Additionally, for seven years she worked as an instructor and course developer for the commission on a contractual basis.  

Lee has been developing curriculum and training public safety employees for over 27 years, in on-the-job, academy, classroom and practical environments. Lee also teaches new instructors on the skills they will need to effectively perform as facilitators, through the Instructor Development courses.  


Lee manages instructor and train-the-trainer programs, the Train-the-Trainers annual conference, the Instructor Certification program and the eLearning system.

Lee holds Bachelor of Science degrees from the University of Maryland in public relations and agronomy. She has completed all classroom hours toward an M.S. in organizational assessment and program evaluation. In February 2007, after completing all course and practicum work, Lee was recognized as a Master Trainer by the Emergency Management Institute of the Federal Emergency Management Agency (FEMA).

Sacheie Coaxum - Registrar/CLC, ICP Program Assistant

Sacheie has worked for the Commission for six years. She is currently the registrar for all Post Academy Leadership and Traffic courses. Sacheie is also the Program Assistant for the Instructor Certification and Career Level Certification Programs. She is a member of the agency Safety Committee.

Sacheie loves, reading, shopping and cooking. Most of her time is spent running in circles, (literally) with her husband, two children and German shepherd named Bam Bam. Sacheie is a socialite and enjoys meeting new people so be sure to stop by and say "hello" if ever in our neck of the woods!

Ana Equihua-Equihua - Registrar
Anastasia Equihua-Equihua has worked for the Commission for 6 ½ years, she started working at the WSCJTC on an internship from the YWCA of Seattle in August of 2004. It was a temporary office assistant position that lasted for 7 months. Upon the 7th month Ana was offered yet another temporary position but this time as a Registrar. Ana has worked as a Temporary Registrar for almost a year and attained a permanent status as a State Employee and as an Office Assistant 3 on August 24, 2006. In May of 2007, Ana was unfortunately laid off for 2 months. Ana then had the opportunity to return working at the WSCJTC as a Registrar. Since then, she has been given many more duties and has grown and worked her way up in this Agency in the past few years.

Ana is originally from Honolulu, Hawaii but has lived in Seattle for almost 20 years. Ana considered Seattle to be her 2nd home. Ana has two beautiful daughters and a little white Chihuahua puppy. In Ana’s free time she like to do a lot of family type things such as family night on Saturday’s where they all get together with family for barbecues, singing karaoke, and just spending time with each other. Cooking is another favorite that Ana enjoys. In conclusion, Ana feels that the experience that she has gained working in this agency has truly made her a more knowledgeable person in many different areas and will continue to work with the best and upmost respect for the Commission.

Bob Graham - Central Sound and Southwest Regional Training Manager

Bob Graham is presently the Regional Training Manager for the Central Sound and Southwest Regions. His areas of focus are Crisis Intervention Teams, Motor Officer Instruction, School Resource and Safety Officer Training, and Criminal Investigations and Interrogation Classes. He also is the administrator of the Meth Interdiction Fund.

He has been with the Commission since 2000 and in that time was responsible for the oversight and operation of the basic academies for juvenile corrections personnel and adult probation and parole officers. He spent 13 years as a supervisor and line staff at Echo Glen Children’s Center where he worked with youth convicted of felony offenses. He has been involved in training staff for 15 years and is state certified to teach Verbal De-escalation and Behavior Management. He has also been a Level One Defensive Tactics Instructor. His hobbies include hunting, fishing, and running a micro farm.

Rachelle Parslow - CIT-King CO Program Administrator, Private Security Program Administrator

Rachelle has been at the WSCJTC since September 1999. She came to the Commission on an internship from Highline Community College and has never left. She became a state employee in January of 2001 accepting the position of Police Corps Secretary. She worked as the administrative support for the Washington Police Corps until federal funding was stopped and the program closed down in 2005. Shortly thereafter, she moved over to the Quality, Standards, & Technology Division and became Division Secretary. There she was responsible for assisting Private Security Certification and other administrative support. In late 2005, she moved over to Professional Development with the registrars and became the Registrar Supervisor. In 2009, Professional Development merged with Organizational Development & Standards to become Development, Training, & Standards (DTS). Rachelle currently supervises the Private Security/Bail Bond Recovery Agent Armed Certification Program and is the administrator for the Crisis Intervention Team Training Program funded by the King County Sheriff’s Office. She is also the agency Safety Committee Facilitator, Chief For A Day Program Coordinator, and Combined Fund Drive Campaign Leader. Rachelle strives to provide superior customer service to our agency stakeholders.

Rachelle received her Associate of Arts in General Studies and her Associate of Applied Science in Administration of Justice/Law Enforcement from Highline Community College, and received her Bachelor of Science degree in Criminal Justice from Kaplan University.

Patti Toth - Child Abuse Investigation Program Manager

Patti Toth has been a Program Manager with WSCJTC since December 1999. Her primary duties include developing, managing and teaching at in-service training programs related to child abuse investigation and interviewing and child fatality investigations. Working together with Harborview’s Center on Sexual Assault and Traumatic Stress, she is primary author of the WA State Child Interview Guide. Patti also led the effort to develop WSCJTC’s statewide guidelines for first responders to child fatalities and serious child physical abuse (the “CPOD Guidelines”). Additional duties include managing the well-regarded annual WA State Domestic Violence “Team 4” Training Conference.

Ms. Toth is actively involved with the International Society for the Prevention of Child Abuse and Neglect (ISPCAN,) and with the American Professional Society on the Abuse of Children (APSAC). She was national President of APSAC in 1994 and currently manages their week-long Child Forensic Interview Clinic. Ms. Toth is an expert on state-of-the-art child forensic interviewing and is a frequent presenter at trainings and conferences throughout the US, as well as in other countries. She also regularly instructs and facilitates on the topic of multidisciplinary team investigations. In October 2008, she was presented with the J. Pat Finley Child Protection Lifetime Achievement Award.

Ms. Toth is a Washington State native and attended college and law school at the University of Washington. She started her career in 1980 as a prosecutor in Kitsap County, followed by a stint in the Snohomish County Prosecutor’s Office. During this time she tried numerous child abuse and sexual assault cases. She then served 8 years as Director of the National Center for Prosecution of Child Abuse in Alexandria, VA. She also worked as a federal trial prosecutor in the Child Exploitation Section of the U.S. Department of Justice in Washington D.C. in the late 1990s. Being homesick for the Pacific Northwest, she moved home, settled in Port Angeles, and came to work for CJTC – a job she loves.
