Pam Clark - Commander
Policy / Program / Curriculum Questions
Pam has over 27 years of experience working in the corrections and probation fields. She worked on development of alternative programs to incarceration; i.e. Day Reporting, Offender Work Crew, Electronic Home Confinement, Offender Employment Services, and Women Offender Programs during her tenure in Vancouver, Washington. In her professional career she has served in managerial positions to include Corrections Director, Corrections Operation Manager, Court Services Manager, and Pre-trial Supervisor. She has worked on the development of statewide misdemeanant probation guidelines, lobbied for corrections legislative agendas, and has been a corrections trainer. Pam is a graduate of the University of Alaska with a B.A. degree in Sociology/Police Administration and is certified by the American Correctional Association as a Corrections Executive. In 2009 she came to WSCJTC as the Corrections Commander.
Brandon Rogel - Assistant Commander
Policy / Program / Curriculum Questions
Since 1994, Brandon has served the CJTC as an Instructor, Training Coordinator and, since 1999, as a Program Supervisor. Prior to working at CJTC, he developed and supervised education and treatment programs in a variety of social service settings. He received his Bachelor of Arts degree in Speech Communications from Western Washington University and was a certified Chemical Dependency counselor for more than a decade. He currently serves as the Assistant Commander for Corrections. He is a CJTC Certified Instructor for core classes in the Corrections Officers Academy and holds a Mid-Management certificate.
Nichol Girten - Corrections Commander Administrative Assistant
Academy Application Questions / General Questions
Nichol began working at WSCJTC in September 2007 as the office assistant for the Basic Law Enforcement Academy. She also has experience working with other divisions that make-up the Commission: Facilities Division as the Customer Service Representative for 2 years. Development, Training & Standards Division assisting as an administrative assistant for redevelopment of BLEA PBL Curriculum, WSCJTC Blog Editor and various smaller projects. In January 2011, she was promoted to the Corrections Division to be the Administrative Assistant. There she is the registrar for all Corrections Academies, admin support to division managers, TAC officers and contract instructors.
Ian Edwards - TAC Officer
COA Questions / General Questions
Ian has worked at Snohomish County Sheriff’s Office Corrections Bureau since 2007. He has experience as a Field Training Officer, Report Writing Instructor, Policy Team affiliate and Corrections Bureau Association Secretary, along with assisting in training development. Ian has been involved with the WSCJTC for two and half years as an Instructor for Corrections and Panel Member for the COA PBL Final Presentations. He is currently pursuing degrees in Philosophy and Criminal Justice and is an Air Force Security Forces vet.
Todd Brophy - DT Master Coordinator
DT / General Questions
Todd began doing volunteer work for Juvenile Rehabilitation Administration in 1986 in the area of substance abuse and in 1990 became a JRA employee. He completed Level 1 Instructor in 1997 and began teaching Crisis Intervention for JRA staff. Todd also began assisting in instruction at the Washington State Criminal Justice Training Commission working with Police Corp., Basic Law Enforcement Academy and the Corrections Officers Academy. In 2003, he completed the necessary requirements for Master DT Instructor through the WSCJTC, which he then moved into a leadership position overseeing the Dealing with Resistive Youth Program at Naselle Youth Camp. He also began working with Bob Bragg assisting with Level 1 Instructor courses. Todd completed the Instructor Certification Program for Instructor Development and continued to work on curriculum development for JRA. In 2010, he assisted with the development of the JRA Academy, taking what were once three separate academies and combining them using the Problem Based Learning model. Currently, Todd is the DT Master Coordinator for the Corrections Division.

WAC for Corrections Training - Chapter 139-10 WAC
The Corrections Division staff has made it their focus to be engaged with stakeholders through site visits and being a viable resource for the corrections community. Staff makes weekly progress updates to respective agencies while students are at the academy. Students are encouraged to correspond with their agency on a regular basis. These outreach activities have been well received by our stakeholders and will continue to be part of the Corrections Division strategic plan.
In 2010 the Corrections Officer Academy was redeveloped and piloted with a new format of Problem Based Learning instruction. In addition COA students joined the Basic Law Enforcement Academy in formal inspections and daily flag ceremony. This focus will prepare graduates returning to a command structure within their agencies as a highly professional corrections officer. The Corrections Officer Academy and the Basic Law Enforcement Academy also partnered in various training activities. Teams from both academies worked together to conduct Mock Scenario training activities that included police recruits transferring offenders to booking scenarios run by the Corrections students responsible for intake procedures. This hands-on-training reinforces several key principles: communication, teamwork, and collaboration.
In 2008-2009 the Corrections Division developed a strategic plan in concert with stakeholders. Work groups identified job competencies, key duties and job tasks for newly hired correctional employees with revised performance objectives. Problem Based Learning (PBL) would also be implemented into corrections academies. A vision was created to establish a new standard of service delivery: “To provide nationally recognized high quality evidence based training, while effectively utilizing resources and technology, resulting in competent criminal justice professionals.” All remaining juvenile and misdemeanant probation academies will be redeveloped in 2010 and piloted in 2011.
